What would you grade this as? I also noticed the build up around the lettering on obverse and reverse, would this be from cleaning? Kind of shiny to be a business strike, but that's how this is advertised. Could this be a proof?

looks like maybe it had lacquer or something applied to it for conservation purposes.

Not a proof in my opinion. There are some serious scratches one the face, this may go details. XF40 though for me.
