Are Commemoratives Mixed In With Regulars In Mint Rolls?

I got a box of dimes from my bank and discovered it was a box straight from the mint. All the Enders are the 2021 double-dated dime. I'm still looking for the two new bluenose dimes. Does anyone know how the mint disperses commemorative coins? Are they sprinkled in the rolls with the regular issue coins or do they come in their own rolls? I opened 3 of the 50 rolls and found nothing but double dates, so I don't want to go open all 50 rolls and waste my time for coins that won't be in there.

I'm under the impression you should be able to find the Commems in mint rolls. If they were meant for circulation, it's the only way to get them out there.

I believe all double date ten cents were circulation coins. I think the only one not meant for circulation was the single date old design but I could be wrong about that one.

Coming back to my original question, which I didn't really get an answer for, are circulation commemorative coins sent from the mint to banks in their own rolls, or might they be sprinkled in with the regular circulation coins? For instance, if I have a circulation mint roll of the 2021 double-dated original bluenose dime is it possible that a colourized 2021 dime might be in the roll, or would those colourized dimes only be distributed in a full roll of 50 of them? I have a bunch rolls of double-dated original bluenose dimes but I don't want to bother opening them if their is no chance that a colourized one might be hiding in the roll.

Generally the special one off coins are rolled and boxed specially for the occasion that the RCM is celebrating, then they send these special coins to the 5 or so central bank districts to get them out to the public. Once these special coins circulate they will get mixed into the regular banks recycle system. Original RCM coins will have a date code and a special label on the box.
