At first glance, looks like Machine Doubling (flat and shelf-like). Please post full, large and sharp images of the obverse and reverse--might tell us a more complete story of the coins issues (if any).

You seem to be switching back and forth from obverse and reverse. On the obverse the letters are raised, and on the reverse they are incuse. Without a lighting reference, it is hard to tell which is which. Try this:
Post up a full pic of the obverse, then any close-ups of the obverse of areas of interest. THEN, post up the reverse, then again, any areas of interest. This will keep the images separate and easier to troubleshoot.

You see, doubling presents itself differently depending of whether it is an incuse or raised device.

Every thing that I'm showing is from the reverse and it's all in the outer band the "5" is from 2015 on bottom and the "E and P" are end of ridge and begin of parkway. Sorry for the confusion. But we are talking all reverse!! Thanks for input

Incuse Machine Doubling presents the same way that a doubled die does on proud (raised) features: incuse Machine Doubling will expand the devices, while a true doubled die will reduce incuse devices. If you think about it, this makes sense, as incuse Machine Doubling is essentially the same thing as what happens to a die when it is hubbed in such a way that would produce a doubled die for a coin with proud design elements.
