This is the mint mark on what I think is a 35-S. There is not a 35-D. Is this a VAM? I've looked but could not find. Thanks

I think it's damage. Hard to tell for sure from such a close-up. That's why we ask for a shot of the entire coin, obverse (front) and reverse (back).
To spot a VAM the photo of entire coin is needed, die clashes, cracks...ect help on identifying vams...
