The two dots : are very symmetrical. The reverse also looks to be a DDR. Any thoughts on what the : could be?

Possibly water spots? Doesn't look reprocessed to me.

Yes, we need full, large and sharp photos of the obverse and reverse, Photos taken of display devices are very difficult to work with.

Nice uncirculated Steel cent . I would say not water spots but die chips .

They are showing the difference between repros, and unc. Need a picture of the dots on rev to tell if it's a DDR.

It is a plated cent. The real ones don't shine:

These could be rust spot that were plated over on your coin. Alter surface kill the value on these coins. The surface was altered.
