Not exactly the prettiest coin, however I noticed the reverse seems almost full steps. Got a small line on the steps. Would that still be considered full steps or no? Also with the scratches on the obverse, would this be considered a detailed coin

A nice MS-65 original luster Jefferson, obverse scratches will not detail this coin . On the reverse I'm not sure what does small black spots are on building and steps . If the one on steps can be easily remove without damage to coin then I would say very possible FS .

It seems 1939 never really had a reverse for this nickel. It's either 38 or 40 reverse. How to to tell which this one is?

That cheek holds this to MS-64, imo.

I posted my 1939. The concensus was that it had a 1938 Reverse. The "s"1938 doesn't have a serif.  [  ]

A real nice MS-64. Couple breaks on the steps so no FS.

you will have to look at this in hand. there cannot be any marks or disturbances across the steps to receive the designation

The way PCGS grades, you might actually get Full Step on this one. MS-63 possibly MS-64

A little to dark the photo for me to see approx. grade. Mint luster, I can not say if it is 1938 or 1940 design, for this is need an close pic. For FS is clear not. Do not send to grader hoping will come back FS because is far from. Your first step is complete out of the question.

1938 style on the left, 1940 on the right. Notice the sharp vertical lines at the edge of the steps, both sides.
