While looking initially at a roll of quarters, looking for silver and broad struck coins, I see coins that look to be broad struck. My question is, does the edge have to be completely with reeded edges?

not an expert on broadstruck coins, but I think that it is struck with no collar and thus will not have any reeding on them. Also, I think that the coin will be larger in diameter than a normally struck coin and will not fit into a coin roll..

Lets see how far off the mark I am..

Broadstruck will not have the reeds on the outside edge of the coin. (struck without the collar) If you are seeing reeds there, then it is probably not a broadstruck coin, but a MAD coin? (Mis-Aligned-Die) These reeds will there on these and the outer edge of the coin location maybe normal/off alignment depending on how much the MAD is.

Note on these just the one side of the coin is affected. Without the devices falling over the edge, are non collectables. The devices need to be over the edge and also not weak on the opposite side of the coin?

The weakness is from the die being exactly over center on the planchet, thus the weakness.

Genuine broadstruck coins have a hard time fitting in a roll. Because, well, they're broad. People hand-rolling coins will notice that one coin that sticks out, and they'll most likely fish it out before it gets rolled. And an automated rolling machine will likely jam up if fed a broadstrike.
