Also the master hub was starting to swell about that time. It got so bad that in 1968 they created a new master hub in 1969 to place the one used for many years. They just babied it along through the years. A little this and or that to encourage the usage for many years. But when the coin production ramp up more and more through the years, it was replaced again in 1982 with the large and small dates. The large date was how much the master hub has swollen outwards. The small date was the size it should been all along. In the Early 1980's they now create a new one each year.

I would say that more 63s look like this than don't, because of the master dies.
