Seeing as the spot on the OBV and REV coincide, this looks like someone put the coin onto a hard flat surface and used some sort of punch with a hammer to make the mark. The punch indented the surface and the design on the REV was flattened against the surface un the process.
Post mint damage. Damaged coin.
