The coin was heated in a fire or torched. (Not black looking like coins in a house fire) but because of the different metals or heat between the clad they look like your coin. These are not a mint error, they were altered post strike. So they are not a premium for the coin.
@polly, I agree with the above but would only add that the since the obverse of this coin has FDR's portrait, the bubble is actually on the reverse side.
