Looks like a very worn down cent. the more it wears the flatter the rim gets and eventually meets the devices around the perimeter

We see this fairly frequently on early wheat cents which show a good dose of circulation wear. Nice coin.

On the motto, the devices were struck by an extreme worn die. When the circulation wear/flattening happened, if just enhanced the issue. Here is an example that shows how extreme the die wear can become:
1925-D-Wheat-Cent-Observe-Looks-Funny,-Is-It-Just-Me?
Same year of coin, but this one is a Denver example.
