Yes, post-strike damage. Coin didn't leave the striking camber in that condition. May have been exposed briefly to extreme heat, such as a hobby-grade butane torch.

Spent too much time in a garage. Altered trying to make it look like a mint error, but it is not. Nothing in the striking process could have altered a coin to look like that. It was nice when it was freshly struck. Now, unwanted. When it gets back to the bank, it will be sent back to the mint and cancelled, or just continue doing its work looking like this.
