Good evening community! I do apologize for the amount of pictures hope they're clear and focused enough to allow for the community to help me with this coin. I took a front and back in holder then took pictures out of holder and the coin appeared blue hope someone can help?

Obverse side- In God We Trust Liberty nose chin mouth almost entire profile in front of face looks doubled in the date the four is as if doubled is doubling noticed by anyone else in the community also back of hair bow don't look right and the rim above date seems misaligned is Jefferson spitting?

Reverse side- all the letters seem to have spreading the right of the building. Best bread is in the word UNUM. The m is the best view of spreading also the two pictures I took in the holdover flipped and the Monticello building was on an angle is it worth sending to PCGS for arbitration and Grading hope someone could tell me what I found in bankroll God bless and happy Hunting.7

yep, a proof coin. it looks damaged or scratched under Monticello. as for the blue coloring - that loos like a reflection from something blue to me.

They are known to tone with a blueish hue.

Most of the ones I seen toned were still in the cello wrap for many years.
