@chr, from these pics, I'm not getting a sense of depth for that region of different color. Is the lighter part raised above, sunken below, or at the same height as the rest of the field?

These coins are neither plated nor clad, they are some sort of mostly copper alloy called "Nordic gold".
"Dipping" is not considered cleaning...

Ok is there a similar dip on the other side of the coin? I'm pretty sure that you have uploaded two pics of the same side. If not, I wonder if a small drop of a corrosive liquid (such as soda pop) was resting on this coin for a while and started to eat away at the surface. So far it doesn't look like a mint error to me. @dbm brings up a good point that these coins aren't clad or plated.
