I agree that it is hard to tell with this amount of circulation wear. Perhaps this coin was struck with a small die chip on the mintmark? I'm not sure we can say one way or the other for sure.

S mintmark with chip that experienced wear or perfect PMD on the mintmark, former more likely.

There were the large and small mintmarks that year: Look at the RPM page on Variety Vista:

Note the 007 and 008. Those are the two mintmark types that year. On PCGS they slab the large mintmark examples.
