As a high end trades man and a tool fanatic I can't find any tooling marks like tear out would be present on one side or the other. It's more like a press clip and if you look they look identical just flipped from one side to the other.

I wonder if these clips had a purpose way back in the day.
Like using a rubber band and an unbent paper clip to wind up the quarter tight then placed in an envelope to have it 'rattle' loudly when opened by an unsuspecting person...

When a coin is damaged, it is a cull. Just face value now.
