Some mint worker didn't polish the die after abraiding it.

not Feeder Finger Damage, abrasions from a bad die polishing job or maybe been harshly cleaned.
With Feeder Finger Damage, you will only see the sctatches on the field under the raised devices.

For the most part, the scratches are underneath the monticello. They stop right there at the dome, and they are in the windows of the building.
