Lack of detail around the ear has me puzzled for as good as the rest of the coin looks

too many marks on the face area a scratch on the stalk will keep this one short of 67

planchet alloy mixture is unique, if smoothness does not mean cleaned or absence in or break of luster, behind the ear is soft as is collar line by neck, with an absence of an elevated cheek bone, which may contribute to flatness.

The reverse strike is strong and impressive as the O and EPU are often weak but due to the spotting and hit on right stalk:

MS 65+.
