Is looks like a 7 behind the 2 on the date. Is this an error? What is the value?

Not an error, you can't have an extra letter or number appear during the striking of the coin.
The photo is too pixilated to say exactly what it is but it just looks like some sort of mark on the field.

Although melting pennies for scrap is prohibited by federal regulations, I would still argue that the value of that coin is about $0.03 at today's copper prices.
