Yikes, that cent has been heavily polished! I'm a little surprised that circulation wear and then the buffing wheel would remove that much weight, but that doesn't look like a mint error to me.

if this penny is polished and buffed wouldn't the numbers letters be completely off. is it possible it is a thin planchet. there is such an error. of split planchet. pics dont do this coin justice. I have an open mind. when you buff something that much the design would be almost worn to none existence.

This is very likely acid damage. If this were a thin planchet, there would be a lot of missing detail as the design would not have been able to be fully struck up on a planchet this thin.
