how to know if a coin is proof and not proof like
for example this ad and seller say it is proof , how can I know for

Numista does not list this coin as having "proof" issues. Also the "proof" written on the envelope is in a different penmanship and ink.

Finally, it just does not LOOK to be of proof quality.

Also check ebay's "sold" listings.
-- Search for the coin.
-- Click on Advanced in the upper right.
-- Click on "Sold" (just a little way down)
-- Look at the results. See if a proof has sold -- or even listed.

It actually doesn't look proof or prooflike to me. And if it's an issue without known proof strikes, it's highly doubtful that it's a proof.
