@Smallcentguy, at the time we were thinking of doing it for the 2021 Canadian Numismatic Association convention, for which our club was going to be the host. Our last regular meeting was in February, and the current status of that project is unknown to me. There was some question as to the cost given how many we might expect to sell/ distribute and whether to have a generic die for one side. Die cost is the biggest fixed cost.
Who knows at this point if there will even be a convention next year. You probably knew that the one in Halifax was cancelled this year.
However, your interest makes me think that we could potentially sell a few outside of the context of the convention.

Try talking to Steve Ellsworth ( ANA President, owner of Butternut Coins). He has had encased large cents made not too long ago and he could probably give you a lead.

I now think the guy that was running PennyPress Mint (Kelly) is now working for/with a place called Regency Mint in Utah.

I'm new here to this site but it seems from the replies to this post that nobody was able to provide a manufacturer other than one that can't be reached. I have been looking myself and recently saw an ad on ebay for a new 2020 Encased Cent about surviving the year 2020. I contacted the seller and asked if they could tell me who they used and they actually replied. They have a website and their name is vintage coin concepts. You can find the link on Google since it might be against the rules for me as a new member to post the exact link. The person there that replied to me was named Dawn. You might not need this information any longer but if not it might help someone else searching or reading the replies to your original question.

I talked to Osborne Corp at the Cincinnati show this past July. They used to be the major producer of Encased Coins and although they aren't making any right now they said they should be able to do them again if requested. I don't know what they would cost though.
