I'm not quite sure what you're actually referring to? At first I was thinking that you were asking if that was a Cud covering the bottom of the '3' but then your closeup looks you're referring to somewhere else on the rim.

Too wide to be a die crack without any device spreading around it. A Cud? maybe, weird shape for one. Extra metal on the coin? Hmm maybe. Lets see what the experts have to say.

The area in question is on Obverse North at rim and bust.

The die crack may have been flattened by a counting machine. With the condition the coin is in, it is probably just a silver melt coin now.
