1988 P Roosevelt Dime Error?

Hi everyone! I recently find a 1988 P Roosevelt dime that the Obverse have slightly MAD and the Reverse look like a lot things going on the coin. It also see extra parts or leaves on the design. Can someone tell me is this a error or not? appreciate any help!

Not a premium for the ones without falling over the edge. (I don't think I've seen a MAD dime that has the devices over the edge, except on off centers.

Also, those extra "parts" near the leaves on the reverse might be die chips. That seems to be a common place for them to show up.
