This 1943-D looks to have errors, I'm not sure if environmental at all being it looks uncirculated to me. Looks dd in the top left not like the Ds I have seen off to the right, but the Liberty looks super off as well
Cuds are on the outside edge of the die that split on the die. These retire a die. But what you have is a die chip. These are very common to find on coins. A Cud is an event of interest. Chips are common events. The coin is the money item for this coin. If there is a sheen on the coin, it might be replated and not a good thing. But can't tell for sure if the light is subdued or if is the real deal. But shiny, you don't want to see on these coins.
