1999 P Jefferson Nickel Broadstruck?

The reverse is shaped as a nickel, the obverse looks to be broadstruck. All but this one in particular I've seen the entire edge is broadstruck, this one isn't. Why would that be?
Also the reverse has different color blotches on it. Is this damage or something else?
What do y'all think?

@jdf, this is an interesting one. Maybe someone will correct me, but I was thinking that to be broadstruck, the coin was not in the collar and therefore wouldn't show a rim on either side. Your has a rim on the rev though.

If the collar only came partly up you would have a mushroom look - what's the side view?

It's a mushroom look. What do y'all think of the spots on reverse? I was thinking if not damaged, wrong planchet?

Not to sure, the edge seems legit to me, as if mint error, not made that way by human. Also the obverse is an obvious broadstruck or planchet flaw. To me. A grading company could discover that. I'm more curious of the splotches on reverse.

Strange looking edge that's for sure. The taper of the edge is very regular around the circumference. looks tooled to me.

I'm 99% certain it's a genuine error. I suspect Bstrauss is correct that the collar die partially restricted die flow and forced the metal up rather than out.

Looks more like a partial collar. If it is, then it would be larger than a nickel? does it have a partial look on other areas. The area by the thumb looks like a partial collar issue?

Broadstruck. Looks like if it had stuck to the die, it would have been a good die cap. The spots on reverse are just coincidental.

For me look an partial collar and broadstruck. The theorem with jewelry do not keep: a jeweler will make complete others kind of marks on the side, and not in this angle.
