1943 Steel Wheat Penny Error

I have 1943 step Wheat penny with reverse error on it. The R in America is off line raised above the other letters. Is it a keeper? Very rare error from what I know.

Where did you hear that this is a rare error?
That is the way the design is. The bottom of the R has taken a hit making it look higher.
The letters are permanently engraved in the striking die so there is no way they can
move during the minting process.

I can't see only the R taking a hit and not the other letters. You would think the U took a nice hit but it's still aligned with all the others except the R which is raised higher than the other letters.

In side the 'C' on America, that is a die scratch. (An incuse on the die, will leave a raised area on the coins) Damage is incuse (below the surface of field or devices) indicating damage to a coin.

The top of the R is normal for this coin. And, it is quite common for an individual letter or number to take a single, incidental circulation hit.
