Appears the reeding on the clad dime has been 'methodically' worn away--possibly spooned; thereby exposing the copper core of the clad dime. Suggest trying a Google search on the term 'coin spooned'

Agreed. Not a mint error but rather damage such as spooning or an early stage Dryer Coin.

But why is it thicker than a dime?

Because the rims have been pushed in increasing the thickness.
Put it over a regular dime and you will see the diameter is smaller
