2022 Dime Error Doubled Die Obverse / DDO ?

It looks to me like there may be dried adhesive or some substance on the surface of this coin, but I can't tell from these closeups. Thx. The die state was not great and as mentioned if there is something added to the coin, it is still just a spender coin. A lot better ones out there. Find the best, spend the rest.
