Is this deterioration damage on the reverse letters of this penny? is this normal? Thank you for your input.

We see a lot of weak strikes on the cent coins in this area. The obverse takes up a lot of material to form and doesn't leave much to fully form the reverse devices.

Die deterioration, coupled with the reverse shallow strike common with this era of zinc core memorial cents and circulation wear.
