Someone might have been saving them for copper for years, then finally realized how silly it is. Sure, each one is worth 3 cents, but there is no easy/legal way to benefit from this.

Yes, a collection/hoard dump it seems. A few weeks ago I deposited $10 in cent rolls at my bank--all circulated 1960s, with perhaps a dozen or so early 70s.

This happened to me last year. Solid 60s with almost all 60-64. I think I found 12 rolls that someone obviously dropped off.

Hello, this is my first post on this coin forum. Regarding your topic of 1960's cents in 10 rolls, I encountered this recently with my bank. I obtained 20 rolls that were all older. Some rolls had nothing newer than 1968 while others had some 70's cents also. There were about 150 wheat cents in all of those rolls too. It's nice to come across old rolls once in a while.
