Can it be difficult to tell the difference or is it easy for a trained eye? Just wondering what I should look for or is it just experience

to me a varnished coin has a high reflection/plastic look

That rim looks very, very interesting. A close-in image or two of the rim--perhaps taken at an angle--would help.

The spots on the coin are probably sneeze droplets. (They are now part of the finish on the coin and stained into the surface) Looks like a normal worn business strike coin. Here is a side by side of a business strike and a proof strike coin:  Note how much stronger the proof coin has. They are all at least (some larger coins can be struck more than twice) double struck. Business strikes are only struck once. The difference is the double strike. It is the strike, not the shiny look on the coin, that would make a coin a proof coin. Your coin is a normal, worn, business strike coin with circulation damage on the surface. CoopHome: What is the difference between a proof strike coin and a business strike coin?
