No it is not an San Francisco. Can you be more specific of what you see doubling?, please.

If it was from san fran it would have an S mint mark. Also your coin is a business strike not a proof in case you were wondering. Please tell us where you are seeing doubling.

Agree with the above. Images are a bit too small to immediately detect any subtle doubling.

1968-1972 had a lot of Machine Doubling those years. That is probably what you are seeing of you are looking at the outside/inside edges of the devices. If it looks like this, that is probably what you are seeing:
