Just damage, looks like someone used a flat punch on it a couple of times.

I can't tell from the pics if it is mechanical damage such as from a flat punch or chemical damage such as from nic-a-date. For sure it didn't get struck that way.

Can't tell from the pics if it's incuse or in relief. Maybe a punch, like others have mentioned if incuuse but maybe clear glue, if in relief.

May have been hit with a round- flat bottom punch. Whatever it is it is not an error or variety it is PMD.
