The big M means it's a 40 nummi. It has to be two figures. I would guess the second way up is correct. There aren't so many Byzantine coins with two figures on them. Justin II's do, but it's him and Aelia Sophia on a throne. This looks more like Heraclius with Heraclius Constantine, as does the terrible workmanship.

Note that the cross at 10 hours on the first pic doesn't belong with the two figures... and there's a visible ANNO below it at 7-8 hours. We're dealing with a restrike; a common situation in Byzantine coinage of this period.

By the look of it, the other strike was the lowercase "m" version of the 40 nummi denomination. The year was probably II (i.e. 2), though I'm not very confident. I see some faint lettering from this strike on the second pic that I can't quite read. The mintmark looks entirely obliterated, but that might just be picture quality.

I belive Heraclius and Heraclius Constantine (610-641). Æ 40 Nummi is correct.
