So came across this guy in change the other day and at first thought it was scratches, but if you look closer those are raised areas, going in a circle just inside the rim? Is that the zinc core maybe trying to rot from inside?

I agree, first time I'd seen it in such a perfect circle pattern, of course that's not saying much!

If we look more attentively, we can see this coin it is a plating default. the sides of the coins has more electro so plated well. The meddle which has more resistance was very week plated due to the fact miss enough intensity of the current. Is my opinion. Damage it is not in Mint state.

It could be movement of the plating that caused a riff during the strike, not starting to rot. It is not a plus for the coin. More of a problem coin issue. Note the rough field bumps also seen on the raised devices. That was an issue of plating over zinc dust. This was normal for the time. But also a distraction for for the coin. (again not a plus for the coin)
