That one is a 2003 cent with a partial fill of grease in the last digit. (2001-2003 had the wider devices) It appears the die was wiped down with a cloth because of a grease issue and filled the outer devices on both sides of the dies on some of those devices.

I'll say it again, I'd love to see a photo of a can/tub/bottle/tube of mint grease.

Grease filled die(s) seems plausible. But something about the weakness on the obverse that corresponds with the weakness on the reverse. Including both sides of the rim did not strike up fully in the same region, makes me wonder why. Is the weight normal or maybe a minor tapered planchet? 2.5 grams is normal weight for a zinc cent. 3.11 for the copper planchets. 2.7 grams for Steel cents.

99% of incuse marks on a coin, was not a mint error, but a post strike damage issue from another coin. Note the metal is pushed in a direction? That means it happened after the strike, not during the strike. 1% of the rim it is a mint error. But moved metal in a wave pattern is always post strike damage.
