on the 70 of the date and the s mintmark would that not be doubling

This is Machine Doubling or MD which is common and often mistaken for DDO / DDR's

Easy way to tell if you are having difficulties telling the difference.
Look at the mm, notice how the same doubling appears?
If it was a Doubled Die, it would not show on the mm as it
was hand punched after the die was made.

Denfinite Machine Doubling:
1970-S-Lincoln-Cent-Ddo
Note the affected areas. Outside/inside edges of devices. (Also when you see the same thing on the date and mintmark, it is always Machine Doubling. The dies are created doubled die and the RPM is sometimes present, but usually in a different direction than the hub doubling.

DDO is showing spread on the date devices.
