I was going through an old bag of pennies and came across this penny. Both sides are raised with the front and back appearing to be offstuck a little. Just wondering if anyone has seen this error as I can't find anything about it on the internet.

Yes, not an error--glue, or similar substance. Try using 100% acetone. Much better thsn chipping. Much better. Let it soak overnight.

Elmer's glue. Note it is clear. That is the only one I can think of that is clear. Coins were glued and stuck to each other. When separated, it left the imprint of the other coin on the surface of the coin. These can be peeled off or spent that way.
