With regard to this cent, I'm seeing mechanical damage and surface staining. Neither are mint errors and neither enhance the value. Even though it looks weird, this is only worth face value.

This could not happen during the striking of the coin so it has to be damage.

Post-strike damage works for me, and staining too.

full coin picture is required here.
Looks like the coin was taped into a book or folder for a long time, allowing the exposed area to tone out while protecting the center. Then the tape was removed.
