2003 Roosevelt Dime Error?

Hi guys I'm fairly new to coin collecting & not very knowledgeable so bare with me. I found a 2003 Roosevelt dime that I believe is what they call a "capped die strike". I'm posting pics for reference, if that's what it is, & are they worth anything? The coin is slightly smaller around, & slightly thicker than a normal dime. At first I thought some really smart guy may have taken a grinder to it, then I looked at the edges. I've searched PCGS, & several forums for info on it, & I haven't found one like this. The fields are dull, and raises are shiny, almost complete opposite of a normal coin. Any help, info, or tips would be greatly appreciated! Thanks

it has been sanded, filed or something but it is not an error

I also believe the 3 looks like a half seven , or the 7 looks like a 7 with a 3 on the bottom.

The damage just altered part of that device. Alteration to a coin is just damage to a coin. Turning the coin into a cull coin. (face value)
