Can anyone tell me what I have here. It looks to me like a D mint mark stamped over a partial 8.

That looks like a zinc bubble that popped open. Soon the zinc will be exposed and at that point this coin is doomed to rot away. You can see the same effect on the rim and bowtie as well.

Yes the coin has some zinc rot. But this looks too uniform and symmetrical. I need more opinions.

Yes, zinc rot. I've seen hundreds of these (zinc rot mint marks on zinc core cents) over the decades of roll searching.

Split plating creates zinc rot as the oxygen breaks down the zinc when it is exposed.
