after a coin has seen that many hits, analysis becomes more murky, so it's just a guess this coin is the result of excess die polishing followed by a strike through gre ASE

Poor quality control at the mint, not an error.
Notice all the polishing lines at the bottom half of the coin
that weren't buffed out.

Over polishing with some post mint damagei think. Certainly different.

Poor quality for the design for years on the reverses on the nickels. This one looks like it was an over polished die issue that took at the design on the top of that area of the building.

So it appears that in rescuing that die, they removed some of the devices. Just an over abrasion of the die issue.
