My initial thought was that this may be die polishing yet when I go to PCGS and look at the grading pictures, this coin seems to have more distinctive hair at the nape of the neck. Hence, it seems odd to me that die polishing could have caused this. Odd.

Additionally, when I look at the sharp collar and bow tie, it leads me to a hard strike yet still different hair?

After further review of newer Lincoln Memorial cents than those on PCGS, and reading the Red Book about that "Over the years, the Mint made various die modifications (including strengthened details, ..." that I have concluded that the wisp of hair was caused by grease in the die that did not allow the hair to fill in all the way to the neck!

That is interesting @blue. Did you confirm that it isn't oddly positioned plating bubbles by trying to flatten the extra tufts with the tip of a wooden toothpick?

@Spence, no, not tried that. Did notice a couple posts as I searched further on "hair" like this one 1974 D LMC Missing Hair On Top Of Head. and this one 1998 D LMC Beard/Hair/Face ? where they both seem to have the unique hair. Maybe the latter cents have this anomaly? I'm going to pull out some more coins that I have around this date to see if it's simply a die update since all the PCGS photos are from older coins.

hmmm, looking at more current coins that do have more detail in the hair than the older coins on PCGS and now I'm thinking that it may simply be wax on the die that caused it to not fill in the hair to the neck.

there could have been a small amount of grease on the die in that area. It looks like he needs to brush his hair.

I think I have to agree, perhaps a grease issue.
