appears to be residue or fingerprints & that spot on the reverse is a bit concerning but I will say ms61
I've been collecting for a couple years... Favorite Coin's are Standing Liberty quarters, Working on my type set | Coffee, Corvettes, Coins & the CCF what could be better?

this 03 is a little weak for the year but not bad and I dont think strike is going to be a factor here. again the lighting is causing shadowing so it does affect what we can see but I can construe the bottom halves are going to look similar to the upper. cheek and neck look pretty clean. but the shadowing is masking if the luster has been compromised. the fields look pretty good as well. I think the only way to tell is to rotate the coin. the only challenge with the photos is eye appeal. I'm not certain the coin looks like this in-hand.

i dont know how everyone can see through this toning to see circulation wear. the only possible indicators I can see is the left wing tip and the leaf above Y in LIBERTY.

AU58 or MS63+ and I'm leaning toward AU on this one but MS would not surprise one bit
