Looks like a split plating issue, that someone dipped into acid. The acid eats up the zinc, creating a wrinkle.

Struck me as really odd looking. It does have the appearance of having spent some time in acid.

The surfaces look scrubbed and lifeless. If not acid, as coop said, maybe it was burned or in a house fire, then harshly cleaned of a layer of soot. Nothing in the minting process would cause this, as far as I know.

It's the sellers first listing. I'm really iffy on this one.
