Agreed. 1982 D small date zinc.

As Dearborn said, a lot of "zincolns" tend to show lots of plating issues/bubbles.

Of course, one could weigh the coin to best determine if it's zinc. I do believe this particular example, however, is zinc given its appearance.

The roughness of the texture of the surface is from plating over zinc dust. Thus they are solid, not bubbles. But always give this one away.
