The last two date digits usually have weak strike near the peripheral, that's what I'm seeing a lot from the 40's Mercury dimes. This one may also have minor damage from some form of contact.

Could it be either Machine Doubling or possibly an unlisted Class VIII DDO? Notice also what could be doubling of the designer's initials and possibly doubling diagonally across the coin in the lower loop of the "B" of LIBERTY.

Machine Doubling would best explain why it hasn't been seen before, but I don't know how MD could cause what appears inside the "B" of LIBERTY, unless that is completely unrelated (such as a conveniently occurring die gouge or a shadow from the angle of the photo). To me, MD seems to be a plausible explanation.

Tilted hub doubling definitely could explain the appearance of the "1" in the date. If so, why isn't something this obvious listed anywhere? That seems to rule it out.

Beyond that speculation, I have no clue.

The 4 seems to have a scratch or a ding on one of the lines.
