It is a CENT that has had the rims removed.
People used to do this to make it the size of a dime to use in vending machines.

Yes. A coin to get a 10 cent soda for one cent.

The difference is on your coin there was no acid used. Just removed part of the outer edge of the coin with a file and reduced the height of the coin. Thus another attempt to save money on cheating a soda machine.
