I found a 1961D Lincoln Penny with a very shiny color to it. Perhaps someone can identify this. I included other pennies in the picture for color verification. The 1961d penny in question is the coin at the top.
It really stands out and I couldn't find any additional information about this one online.

The coin may have been plated. The areas around the letters and other devices seen to be sort of soft and filled which could be due to plating.

Is the edge of the coin silver too?

Looks plated, maybe a school project or rubbed with mercury. It did not leave the mint like that, so it is not an error it is PMD.Weight would also help.

This certainly was not done at the mint. Was this photo of the coin in question taken from an angle? it looks all unfocused to me, or is that how the coin actually looks?
It does look plated though

I think without question this coin has been plated. Post mint damage, no extra value above face.
